It may depend upon what constitutes a majority win. Is it a plurality? 50% + 1? 2/3? 3/4? 7/8? 9/10?

How about we make it so that it takes 90% to create new law, and 50%+1 to repeal laws?

The majority will decide what a "majority win" is, that's how Democracy works.

You are now describing an oligarchy and a dictatorship. I reject both of those government forms.
