it is a joke from his appearance on Colbert, he couldn't remember Colbert's name during the FOX interview today so that is probably why some people didn't realiz it came from a comedy show...

A federal election in 2009 would not be in accordance with the Constitution. So, I just don't see Ron Paul being serious here.
