Well acording to the US Census:
USA QuickFacts
High school graduates, percent of persons age 25+, 2000: 80.4%
Bachelor's degree or higher, pct of persons age 25+, 2000: 24.4%
So, with a high majority of the population with a high school diploma only, and I would also guesstimate that a high majority from the ages between 25 - 40 never attended a civics class:
It's in my opinion, having been to 4 public schools between 6-12th grade in WA & CA as well as 4 years of public college/university, that our public educational system for the last 40 years from k-12 does not produce a student with the appropriate tools, knowledge, practice and learning to be able to critically think through complex problems, ideas, scenarios, environments, issues, etc.
For which I correlate as to why 30 second spots work, the Fed works, Wall Street works, MSM works, $9 Trillion deficits works, $250 or $500 Trillion US collateralized debt works (I forget the exact stat, but the entire public and private collateralized debt obligations in this country right now(Cars, Houses, Commercial Real Estate, Commercial Paper, Public Bonds, Corporate Truck/Car Fleets, Credit Cards, etc.), are one of those numbers or between those numbers.
