A blimp is money well spent, if you leverage it with a great schedule. For example,

Sunday 12/16 - NFL football game, with "overhead cameras provided by .... " announcement
Monday 12/17 - NFL Monday night football game, with "overhead cameras provided by .... " announcement
Tuesday 12/18 - Meetup group organized rally (should draw 3x the normal turnout, news coverage)
Wednesday 12/19 - Stop at some campus, student rally

Etc. etc.... something everyday

I'm just not sure that all this planning and fundraising could be in place by Dec 16th.

one of the organizers might want to look into this: is it considered to be a part of the official campaign by the FEC if the blimb stops by an official rally?
