There were no cuts in the bill at all. It was a framework to continue with reconciliation, with a lot of "promises" but no details.
 
We wouldn't want to reindustrialize to end the vulnerability, would we? :sarcasm:
I can't imagine that any company would be willing to risk the investment to retool/recalibrate to accommodate more expensive US pulp when they suspect the tariffs will be lifted ... by the unpredictable Trump himself (in response to public outcry), or in either 2026 (when Democrats take over the Congress, due to public outcry) or 2028 (when Democrats take over the Presidency, due to public outcry) ... particularly when the imported products are better suited for the end product (Canadian NBSK and Brazilian eucalyptus are prized as pulp for toilet paper and paper towels).

I'm part of the public outcry. I'm retired and my 401K is down 18% from when Trump took office. I kick myself for only moving 1/3 of my equities portfolio into cash instruments before he was sworn in. I'm certainly not going to put any of those cash instruments back into US equities because the US is not worth investing in at the moment - not during the Trump Slump.

As was pointed out previously, there's a reason for it. Per USAToday (and others):
U.S. import prices unexpectedly fell in March, pulled down by decreasing costs for energy products, the latest indication that inflation was subsiding before President Donald Trump's sweeping tariffs came into effect.
The only tariffs on energy are those previously established by USMCA (unless Trump has spontaneously added something more since I last looked)

Comparing year over year: U.S. import prices increased by 0.9% from March 2024 to March 2025. This rise was driven by higher prices for nonfuel imports, which advanced 1.5% over the same period. However, fuel import prices decreased by 5.2%, reflecting lower costs for petroleum and natural gas.
