Excellent. One minor change I would make, use hydrochloric acid instead of water.

There are lights designed to throw a focused beam for two hundred yards and more. They can light his car up to an uncomfortable degree from your electric source if you have clear line of sight. Two varieties I can think of right off both have disadvantages--stage lights use a lot of juice and aren't weatherproof. Car projector beam driving lights don't have either of those problems but require 12V D.C. So, you'd either need a deep cycle battery or an inverter.

After that, he probably won't come back, as you would have evidence of his drug dealing, and you could put him in prison for a long time. if you really think this then you are mistaken. We'll be around longer than the cities. They don't even know how to live without a grocery store or gas station in the cities. Electricity.....not a big deal, out here.

I don't know if you've resolved this or not, but if he won't speak to you, here's a suggestion. Go to Lowe's and get a long logging chain. Chain it to a tree and put a lock on it and hide the chain. Next time he's parked sneak around behind the truck and quickly attach the chain to his bumper and put a lock on it. Walk away.

He'll come find you when he's ready to talk.

An old friend of mine shackled some drug dealer to a tree in the woods when he found out the guy had stolen his 4 wheeler. He knew the guy and didn't tell him that he knew he'd taken his four wheeler. I don't remember how he got the guy back into the woods with him but it didn't take long to get a confession out of him along with the location of the 4 wheeler.
