The vast majority of Americans say they either “always” or “sometimes” wear a mask in public, a Morning Consult survey released this week revealed.

The survey, taken July 23-26 among 2,200 U.S. adults, showed that 95 percent have worn masks in public, such as a grocery store, “to some extent” in the last month.

Of those, 79 percent indicated that they “always” wear a mask, and 16 percent said they “sometimes” wear a mask. Mask-wearing has increased significantly in the last three months; in April, only 50 percent of adults indicated they were “always” or “sometimes” wearing a mask.

The current number of those who have indicated they are wearing masks remains relatively consistent across party lines: 98 percent of Democrats, 95 percent of independents, and 93 percent of Republicans.

The June and July numbers show a significant increase in mask use since the earlier days of the coronavirus pandemic: In an April 7-9 survey, half of adults said they were using masks to some extent in the past month, with 26 percent saying they always wore them in public. The lower rate of face mask usage at the time can be attributed partly to the lack of mandates, supply shortages and guidance from U.S. and global health officials that stated masks should be reserved for health care workers and those infected with COVID-19.



As the coronavirus case count has increased in recent weeks, so has the number of states and businesses that have issued rules to make wearing face masks mandatory. Over half of U.S. states now have some form of a face-mask mandate in place, and businesses of all sizes — from mom-and-pop stores to Walmart Inc. and Target Inc. — are requiring customers to don face coverings in their buildings. And although he stopped short of issuing a federal mandate, President Donald Trump recently recommended that Americans wear face masks in public, despite his own resistance to using them publicly during the first few months of the pandemic.

While several businesses have indicated they will not enforce the mask orders in order to avoid conflict with customers, McDonald’s CEO Chris Kempczinski stated this week that employees may call police on customers who refuse to abide by the company’s mask mandate.

“We’re spending a lot of time right now in our restaurants making sure we can keep our crews safe, making sure we can keep our customers safe,” he told CBS This Morning.

“We’ve for quite some time required our crew to wear masks, but we thought that in light of what we’re seeing, it’s prudent now that we also ask our customers to wear masks in the restaurant as well,” he continued.

“If someone is unwilling to wear a mask and comply with our rules, that might be where we might bring in law enforcement,” he added.

In his magisterial Crisis and Leviathan, Robert Higgs shows that the growth of government in the twentieth century can largely be explained by patterns of crisis and response. These crises can be real (World Wars I and II, the Great Depression, stagflation) or imagined (inequality, the various isms). In either case new government programs, agencies, and policies are established, purportedly as temporary responses to the perceived emergency. But, as Higgs shows with rich historical detail, most of the temporary measures become permanent - either explicitly or in a revised form based on the original.

How will leviathan expand - temporarily and then permanently via the ratchet effect - in response to COVID-19? It’s too early to make any definite predictions, but we can make educated guesses based on experience and our knowledge of how governments work.

First, we can expect that government controls on travel and assembly will tighten. Whether via legislative approval, unilateral executive action, or judicial decree, the principle that governments must control movement and gatherings of people to prevent the spread of disease has been clearly established (or reestablished). As we know from Higgs’s work, the additional capabilities in this area acquired by the Centers for Disease Control and Prevention (CDC) and other agencies will likely be retained and put to use long after the crisis has abated. And further government intervention in the biomedical and healthcare sectors is virtually guaranteed.

The second likely long-term effect is ideological. Already we’re seeing the meme that the crisis has been caused (or at least exacerbated) by “neoliberalism”—that thanks to pervasive (?) libertarian ideology public health agencies were “hollowed out” and thus unable to respond in force:

Of course, we know that in the US the CDC initially prevented private labs from testing or developing new tests without FDA approval. More generally, public (and private) health in the US, as in most countries, operates within a tangled web of federal, state, and local regulations, subsidies, restrictions, and other controls.

It is impossible to know how a free market medical system would handle something like corona. But we will be told that there are no free market enthusiasts during a pandemic (and that, at best, those of us who favor property rights, markets, and prices should embrace “state capacity libertarianism”). The case for markets will have to be made, as Mises would say, ever more boldly.
 
Just ordered my groceries delivered, last time I went in Fred Meyer a couple days back two young male employees came up at the entrance and said I need to wear a mask and they had one for me if I didn't have one. I got right in their face and said are you going to require me to put on on? I have a medical condition.

They backed off mumbling something or other. I feel like I'm living in the damn twilight zone.

Patriotism is really really catching on if 95% number is accurate, though bit surprising.
But what more Biden's progressive socialism can offer to put Safety First/Families First that current MAGA leadership is not already offering with much greater speed and efficiency. Hard to see any scenario where Biden could be more Patriotic than Trump.

This headline grossly overstates the case. To get into many stores you are required to wear a mask, but when you exit it comes right off. Many cities - they re all blue - have a mandate and lots of people just don't want to get a ticket. But you go Trump country and no one is wearing one.
 
You do know the difference between "recommend" and "mandate under force of federal law", correct?

Given a choice would I prefer that, over a National Mask Police?

Yes, of course.

Is that a compromise of principle?

Of course it is...I have no other choice when 95 percent of people around me are compliant assholes who do whatever they are told.

So much for American exceptionalism. We suck. Where is the outrage? All I see is compliance with a few rebels here and there until I get far, far away from the urban areas.

The urban areas are showing their stripes. Not complying here. Seeing a fair amount of non-compliance in a "sub" urban environment (I live in a small city - 100k within city limits) -- not as much as I'd like, but still, a fair amount.

Shout out to the 5% that refuse to put one on. They're the real heroes that we deserve. I'd give them all a medal of honor.
