Things like the kids getting killed by reckless drivers etc. are emotional, but they have a much stronger negative emotional edge that turns people away from the subject because they don't want to think about it.
The pet theft and eating is just emotional and negative enough to grab the attention but not so negative that it turns people away to thinking about other things, then once they are invested they will look into the rest of the problem and stick to it.
