Cloture limits debate to 30 hours, then a vote. So while Rand talking is good, it isnt totally a filibuster since he cant stop the vote

Literal hours is my understanding. And I believe each senator has a maximum of 1 hour speaking time. I'm not sure how it is handled if more than 30 senators want to speak, but my guess is that is not going to be a problem.
