Paul should have said the following (to all of other four candidates):

"I have a very short question and a follow-up. With a show of hands only, which of you gentlemen know what the FOMC is?."

Then when they all raised their hands, single out McCain and say.
"Senator McCain, please tell the American people what the FOMC is, what they do and then tell them what your policy as president would be with respect to that organization"
