Obama: Volunteerism and College Education

I was reading a document the other day detailing how Obama plans to implement a program that would help with college tuition but require students to volunteer their time. I was wondering if one of you could point me to that document again, I can't seem to find it?

I'm a PhD student who finds the idea of making students work even harder to get their education pretty ridiculous. Working day and night to feed yourself, pay rent, and get decent grades is challenging enough.

Require 100 Hours of Service in College: Barack Obama will make college affordable for all Americans by
creating a new American Opportunity Tax Credit. This fully refundable credit will ensure that the first $4,000
of a college education is completely free for most Americans, and will cover two-thirds the cost of tuition at the
average public college or university. Recipients of this credit will be required to conduct 100 hours of public
service a year, either during the school year or over the summer months.

I'm new to the RP movement as of a few months ago. I'd like to get some of your thoughts if you have the time.
