There wouldn't have been any closures in any states at all without the support of the federal government, which came by order of Trump. The entire plan to close businesses was crafted at the federal level by Trump's administration, and only executed at the state level, but with federal support that made it possible and incentivized it.
“I told the governor of Georgia Brian Kemp that I disagree strongly with his decision to open certain facilities which are in violation of the phase one guidelines for the incredible people of Georgia,” Trump said.

I don’t give either a pass. I think Fauci is evil. I can’t really say much about Trump’s motives, he was talking about Hydroxychloroquine at first as a treatment.
