Seemed like after 9/11, Bush was portrayed as an incompetent retard.

Maybe he is one but it seemed more by design, a noticeable difference from his campaign speeches and debate performances.

iirc, Bush was in Texas for 8 months prior to 9/11, as though he was intentionally staying away, some plausible deniability.
