He fought the war to keep the Union together, and was willing to do anything to do so, whether that meant abolishing or preserving slavery. He was a staunch nationalist.
The Emancipation Proclamation freed no slaves in the Union states, because Lincoln didn't want to drive them to the Confederacy, and only "freed" slaves in the Confederate states, which the Union had no control over. It was powerless propaganda.
