FEMA (Federal Emergency Management Agency) just happened to run a disaster training conference for Hawaii in Oahu that started before the fire, and was in session when the Maui fires broke out.
The 74 attendees included top emergency coordinators from Maui.
Officials at the meeting discussed the Lahaina wildfires.
Was it really FEMA that decided to have the cops block the exit from the wildfires and not sounding the alarms to warn the residents?!?
One of the conference participants was FEMA Region IX Regional Administrator Robert (Bob) Fenton.

FEMA was put in charge of handling this emergency. This means that survivors need to register with FEMA to be eligible for assistance (including for the cash). Already some 4,400 Hawaii wildfire survivors have applied with FEMA for “critical need assistance”.
Bob Fenton, who was already in Hawaii for the FEMA training conference, was appointed as chief federal response coordinator for the Maui wildfires (by FEMA or by president Biden?):

Bob Fenton was FEMA's acting administrator from 26 January 2017 to 23 June 2017 and again from 12 January 2021 to 26 April 2021.
