Technically the Speaker isn't in charge of that, the Rules Committee is. Yes, the majority of the House can sign a petition and force that committee to act.

How silly was it to try to attach this to a cryptocurrency bill?

If I were on the rules committee, I may have voted against it myself. It's almost like they tried to put it in a place that gave cover for anyone voting against it.
