This is true. Absolutely. Like everything in nature, liberty is the natural state of things.
However, there are those that put barriers in its way. Like damming a river. The natural tendencies of the river is to find a way around the barrier. But the natural tendency of the central planners is to build bigger and stronger dams. Eventually, however, the persistence of liberty will always win out.
(The sad fact of history proves, however, that when those large dams come down, there is a lot of death and destruction as a result. Let's hope we can manage the fissures.)
