So a lot of people like to pick up non resident licenses to increase reciprocity...I picked up the PA license to be able to carry in Deleware and Virginia something my GA GWCL doesnt offer.... Center County in PA is the best to apply for a non resident PA LTCF only 26$ but not for long!!! they are implementing a new system and you will have to appear in person to procure the license. but there is still time if you need this license then now is the time to get on the move and get your money order/check and application to the post office!!!

We have implemented the new statewide system. There have been some problems with the new system and times we were unable to issue a license through the new system. In those cases we still utilize the old system.
Until these issues are resolved we will continue utilizing both the old and new system.
Once the new system has all the glitches worked out we will no longer utilize the old system and all applicants and renewals will need apply in person.
When we make the full transition to the new system we will provide a one week window for processing via mail.

SPECIAL INSTRUCTIONS
1. If your State is considered an "issue State" the law requires you must first obtain a license to carry from your home State before applying in Pennsylvania. Unfortunately this includes States that are classified as "issue States" but very restricted as to who can receive their concealed carry permit.
2. Missouri is now an "issue State" therefore it is mandatory that Missouri residence obtain a license to carry from Missouri and include a photo copy of that license with their application.
3. Illinois residents applying for Pennsylvania License to carry must furnish a photo copy of Illinois FOID card.
4. Once you receive your License to Carry, you can fold so all information is visible and then laminate to allow easy wallet carry.
Reciprocity
Pennsylvania has reciprocity with a number of States. These reciprocity agreements can be viewed on the web site of the Pennsylvania Attorney General here .
