Three of those things shouldn't even be crimes.

So of course, those are the things they actually go after him for.

Hunter gets the Trump treatment (or Trump gets the Hunter treatment) - they both get charged for the things they shouldn't, and don't get charged for the things they should. This is how the "Just Us" part of the system sweeps the system's embarrassments under the rug.
