Ive used a system similar to this. When someone calls in, you process their credit cards. Then whenever the IT guy feels like it, he takes them and batch dumps it into the database and the total updates. We didnt use a widget but the widget gets its total from the database. The 400K was phone donations that were batch dumped into the database at about 11 pm. THEY COUNT. We did around 6.4 mil

They counted the $300K in offline donations on November 5th, and those were added shortly after midnight then. The online take was something like $3.99 million, according to RonPaulGraphs.com, but the number tossed around was $4.3 million.

Makes sense. Which means there could be even more offline donations that came in prior to midnight. The widget is useful, but we shouldn't depend on that for the official number. Let's see what they say tomorrow morning.
