JulieAnnie: "ID to get online"?

When Rudy was answer the audience question he talked about foreigners having to get ID to get into the USA...and using technology to validate people's identity. He then went thru a litany of things that the ID would be necessary for....and I thought I heard him say, as the last item on the list, "to get online." Did anyone else catch that? I understand foreigners require an ID to get online in Italy. Is this planned for the USA? I haven't researched it yet, but I'm wondering if this is already stipulated in the "Real ID" Act. If anyone has insight, I'd appreciate responsible commentary.

If I remember correctly, I believe he said something like " and when they get in line"... as in when they go through proper procedures.
