They lie in wait and pick people off one by one so there cannot be a coordinated response. Guerrilla enforcement. And they don't need to round up thousands, or even hundreds. Just 10-20 to make examples to the rest. So this plays out one of two ways: the sheep get in line and we continue the slow methodical march to 1984. Or, there's actual resistance, bullets start to fly in isolated incidents, the police state ramps up, more tyranny begets more deaths, both sides become galvanized, martial law is implemented and we descend into a protracted civil war, much like what the U.S. foments in other nations.
I see the first scenario as the most likely. Second one is remote at best. Either way, a bleak future indeed. A financial collapse, currency crisis, government crisis or some other major external force could upset the apple cart, and all bets are off.

There were three to five cars, at least one tribal police vehicle, and maybe three unmarked cars with FBI agents. It’s hard to keep an exact count when things heat up.
Flores’ monthlong adventure into the world of self-described patriots had come to a discomfiting end on Feb. 11.
The agents came because of federal grand-jury papers: Flores was one of seven men most recently indicted in the armed takeover of a national wildlife refuge in Oregon that had made headlines around the world with its images of cowboys and guns.
