When hollywood/showbiz trained actor turned politician Reagan aka "MAGA 1.0" had started funding/arming "ISIS 1.0" terrorism against Russian infidels in Afghanistan, had he anticipated risks like these decades later?
Also Trump recently had declared "ISIS defeated" completely, how did this rebirth happen and on whose watch?

At least 22 people were killed and 22 wounded after Islamic State-affiliated gunmen stormed Kabul University as it was hosting a book fair attended by Iran’s ambassador to Afghanistan, taking hostages and fighting gun battles with security forces for more than five hours.
The Afghan government has declared Tuesday a national day of mourning following the attack. Three attackers shot at fleeing students and gunned down others in their classrooms in what was the second assault on an educational facility in the country in recent weeks. The gunmen were shot dead by Afghan security forces, authorities said.
On Monday evening, Isis took responsibility for the attack, claiming it had targeted a “graduation gathering for judges and investigators of the apostate Afghan government”. It named two men as responsible.
The attack began with an explosion at the gates of the university just after 11am on Monday that sent hundreds of students fleeing but left many others trapped inside. Photos shared by a senior government official showed students lying dead in classrooms, some next to their books. One student appeared to have been shot as they were climbing out of a window.
Ahmad Samim, who attends the university, told journalists he saw militants armed with pistols and Kalashnikov assault rifles firing at the school, the country’s oldest with about 22,000 students. He said the attack happened at the university’s eastern side, which houses its law and journalism faculty.

New statistics about the United States’ generational war in Afghanistan show that President Trump’s 2017 surge of more than 7,000 troops there failed. The latest figures represent an epitaph for a conflict now tied with the occupation of Haiti as America’s longest overseas misadventure.
Inheriting the war from George W. Bush and Barack Obama and influenced by then-National Security Adviser Lt. Gen. H.R. McMaster, Trump increased the 8,400 U.S. troops in Afghanistan to 15,000—it’s between 12,000 and 13,000 today—and returned what he called “attacking our enemies” to prominence within the war effort. It had taken a back seat to training Afghan forces since the Taliban shrugged off Obama’s larger troop surge.

US military allegedly promoting ISIS in Afghanistan
There are allegations that weapons are often transferred to the territory of Afghanistan by helicopters without identifying insignia.
The US military is allegedly allowing members of the ISIS, which have suffered serious defeats in Syria and neighboring Iraq, to infiltrate Afghanistan even as US is engaged with peace talks with Taliban for sake of stability in the landlocked country.
There are allegations that weapons are often transferred to the territory of Afghanistan by helicopters without identifying insignia. With the US and NATO fully controlling the skies over Afghanistan, there is every reason to believe they had a hand in that, or at least, did not hamper these flights, sources alleged.
In early April security officials in Afghanistan arrested a group of six media activists of the Islamic State of Iraq and Syria (ISIS) from Kabul. Detained individuals were involved in pro-ISIS activities in social media networks, mainly spreading propagandas in Facebook, Twitter, Instagram, and Telegram.
Afghan officials arrested 10 other ISIS facilitators during a separate operation in Nangarhar province. 12,500 kilograms of explosives were seized during the same operation. Afghan Special Forces, ISIS and the Taliban are preparing for a three-way battle in eastern Afghanistan. ISIS started an offensive against the Taliban few weeks ago in Kunar province - a fight that has displaced more than 20,000 people.
USA and Brussels, however, deny any such role. USA said that the Islamic State terror group is losing its grip on parts of Afghanistan, slowly succumbing to pressure from U.S. and Afghan forces
