hell you don't even really need good plans. take two bits of material near critical mass... slam them together real hard, and watch the fireworks. the "secrets" and challenge are in getting the material. once you have it, it doesn't take much to build a nuke. just a couple very precisely timed conventional explosions, basically.

point is, anyone who wants one will get one eventually. blame einstein, i guess.
