Same rule as in the Ames Straw Poll - where you could be 16 going on 17 -
as long as you are 18 by the general election in November 2008.

Personally, I wouldn't want to tell a 17 old to vote. If they don't know it by now they're not a Paul supporter, probably an Obama supporter who slept through class this semester.
