It was working great when the government did its job and controlled immigration to protect the citizens.
It didn't work very well when it was wide open without the treason of assisting the invaders, that's why Coolidge (one of the most libertarian Presidents ever) slapped harsh limits on it and created a long period of benefit for Americans.

They've been going after employers and I have posted multiple examples.
They are now going to do even more of it because Trump got the funding he needed to expand enforcement.
And there will be no amnesty.
