Step 1 – State Convention Delegate Filing Requirements for Primary
Purpose: To qualify to run in the primary for delegate to the Indiana state convention (and district caucuses).
Timing: 01/21/2004 – 02/20-2004: Time period to file declaration of candidacy with Circuit Court Clerk in county of residence. (IC §3-8- 2-4).
Process: Approximately 2,000 delegates (see delegate allocation sheet) to the state convention are elected from County Delegate Districts (created by each GOP county chair) in the primary election. This represents 1 delegate for every 400 votes in the county for Secretary of State (Rule 91(a)). Delegate candidates must file a declaration of candidacy in the appropriate County Delegate District with the Circuit Court Clerk. The declaration must be subscribed and sworn to before a person authorized to administer oaths (IC §3-8-2-4). If no candidate files for a county or if there are any vacancies for a county, then county chair picks delegate (Rule 92). The appointments are made after the primary election (per IN Call on 10/29/03).
Step 2 – Primary Election
Purpose: To bind and allocate national convention CD delegates to the presidential primary winner in each congressional district, and to elect the delegates representing each County Delegate District who will attend the state convention (IC §3-8-4-3(b)).
Timing: 05/04/2004: Primary (IC §3-10-1-3).
Qualifications: Any registered voter may request a GOP ballot. If a poll watcher challenges the voter, the voter must sign an affidavit stating that he/she voted for a majority of Republicans in the last general election (if eligible) or intends to do so in the next general election.
Step 3 – Congressional District Caucuses and State Convention
Purpose: To select the national convention CD and AL delegates and alternate delegates.
Timing: 06/03/2004 (10:00 am): Filing deadline for delegate and alternate delegate candidates (120 hours prior to state convention) (Rule 101). 06/07/2004 (Time TBD): Congressional district (Official Notice from State Chair). 06/08/2004 (10:00 am): State Convention (At-Large Delegates Chosen) (Official Notice from State Chair)
Process: Each candidate for national delegate must file a declaration of candidacy with the secretary of the GOP state committee no later than 96 hours prior to the day and time of state convention (as set out in the official call) (Rule 101). The AL candidates/alternates are elected by the convention. (IC §3-8-4-2 (a)(2). The State Party generally tries to run a slate, but other delegates often file (per Jennifer Halloway’s 10/29/03 email).
Candidates shall be nominated or elected at a state convention by using voting machines, ballot card systems, or electronic voting systems. However, if there is no contest for an office, the nomination or election may be by motion or acclamation (IC §3-8-4- 8).
The day or evening before the state convention, the delegates from each congressional district caucus meet and elect the national CD delegates for that district (Rule 96). State Party generally tries to run a slate, but other delegates often file (per Jennifer Halloway’s 10/29/03 email)

Step 4 – Certification of Delegates
Purpose: Filing of the credentials of the state delegation to the Secretary of the RNC.
Timing: 07/31/2004
Process: No later than thirty (30) days before the time set for the meeting of the national convention, the credentials of each delegate and alternate delegate shall be filed with the secretary of the Republican National Committee for use by the secretary in making up the temporary roll of the national convention (RNC Rule 18(c)).
Step 5 – Organizing Convention Delegation
Purpose: To elect a delegation chairman, and two (2) members to each of the National Convention Committees (Committee on Resolutions, Credentials Committee, Rules Committee, and Permanent Organization Committee). (Rule 111).
Timing: Immediately following the adjournment of the state convention, the state chairman or the chairman’s designee shall call a meeting of the newly elected delegates at a time and place established by the State Committee (Rule 111).
Process: The two members elected to serve on the Convention Committees shall consist of one (1) man and one (1) woman. No delegate may serve on more than one (1) committee. Alternate delegates may not serve as delegation chairman or members of the convention committees. (Rule 111)
National Party Rules require the election of one (1) man and one (1) woman for each of the four (4) Convention Committees, including: Committee on Resolutions (Platform), Committee on Credentials, Committee on Rules and Order of Business, and Committee on Permanent Organization. States are required to file notice with the RNC Secretary the selection of these committee members and their state delegation chairman. Alternate delegates may not serve as delegation chairman or as members of the convention committees (RNC Rules, Rule 40(a)).
Presidential Electors
Presidential Electors are nominated at the State Convention, 06/08/2004 (IC §3-8-4-8). The State Convention will elect the presidential electors-at-large and the alternate presidential electors-at-large at the State Convention (Rule 96). CD Caucuses elect one elector and one alternate at the CD Caucus (Rule 101).
The names of candidates for electors of President and Vice President of the United States may not be placed on the ballot (IC §3-10-4-1(a)). The presidential electors who are elected at a general election shall assemble in the chamber of the Indiana house of representatives on the first Monday after the second Wednesday in December as provided by 3 USC 7 (IC §3-10-4-7(a)).
Other Information
• The order of candidate names on the primary ballot is determined by each county.
• CD delegates are bound for 1 ballot if the person to whom they are bound is in fact a
candidate at the convention; AL delegates are not bound (IC §3-8-3-11).
