Imperial Hubris vs. Bankrupting us to death

I'm a little confused so please explain this to me:

that we want to put an outpost in Africa to basically help with "aid" and to keep an eye on terrorism. This to me just looks more like more hegemony to me, but regardless, I need to understand how this works.

Either the "powers that be" are incredibly smart or incredibly stupid, to take a quote from 'Enemy of the State' movie. What I don't understand is, if we are trying so hard to spread our influence or reach around the world and creating more bases and such, they do know this takes money correct?

If it hasn't become apparent, why would they be "expanding the empire" on one front, and yet, diminishing our "sovereignty" on the home front by opening borders and creating a North American Union.

To me its either outright stupidity (which I expect most would say here), or utter brilliance for some other bigger plan. So why all the trouble of "spreading your empire" if all along you wanted to diminish the country and national identity?

Can anyone offer a good explaination?

Also, another question, why is Hugo Chavez our most vocal opponent in Latin America? What caused this guy to hate us so much? I don't know the history of the region, but why him and why now? If this whole "Union" is for real, then wouldn't he be "on board" since we'll all be part of the "Americas"?

Which also baffles me the two times he came on our soil and talked smack about Bush. Why did our President just seem to ignore it and not even comment about it?
