They kept using the term "tax refund."
If they are getting a return on money paid in, that's bad.
But I suspect many of these are not "tax refunds," but rather collecting a check from the US Government for money never even paid into the system- sort of like the infamous Earned Income Tax Credit (EITC) where the income tax code is used as a wealth redistribution system- people "get back" more money than they paid in.
So the IRS does nothing about these people, but goes after American citizens like a pack of angry wolves for relatively minor infractions.
Another example of government gone wrong.

The loophole is the Additional Child Tax Credit, which is intended to "help working families who have children living at home."
If the people who support things like the ACTC really gave a damn about working families w/at-home children (or any families at all, actually), they'd work to ABOLISH the income tax, not play these red-tape games! Instead, we'll end up with a bunch of spluttering outrage over this, which will lead to even more bureaucratic red-tape & IRS gestapoism.
We need to just get rid of the IRS & the income tax. Barring that, I'm not gonna hate on illegals for this. After all, the Warren Buffets, Mitt Romneys & George Soroses of the world get plenty of loopholes for themselves. Why should we begrudge illegal immigrants a (relatively small) piece of the action?

I agree with abolishing the income tax but I believe this is pure fraud. And, it's certainly NOT ok for them to "take advantage" of this so called "loophole" because it all comes back and lands on my back, your back and all others who pay taxes. This infuriates me. Reserving blame of course for those who participated in the fraud.
Was the child a U.S. citizen, U.S. national, U.S. resident
alien, or a resident of Canada or Mexico? (See Pub. 519 for
the definition of a U.S. national or U.S. resident alien. If the
child was adopted, see Exception to citizen test, later.)
Adoption taxpayer identification numbers (ATINs). If you have a
AND dependent who was placed with you for legal adoption and you do
not know his or her SSN, you must get an ATIN for the dependent
from the IRS. See Form W-7A for details. If the dependent is not a
U.S. citizen or resident alien, apply for an ITIN instead, using Form
W-7.

Again, a prime reason to get rid of the income tax. But, I know exactly what will happen, they'll just get rid of the tax credit. They've already started dismantling it by putting an income test on it the 2nd year Obama was in office. (Not sure if the O or B administration was responsible). Rather than owing no money that year I ended up owing 2,000 because of the changes to the child tax credit.
I'm getting just about to the point where I'm so pissed off I want to get off the grid. Shit I'm pissed. Red-faced and all!
