How can they declare Romney the winner with only 13% of the precincts reporting in?!!

Because they have people on the ground, and people reporting in, that makes it extremely likely that Mitt Romney won.

And no matter how much you wish Ron Paul got first place, he didnt,and Mitt Romney did.

Now, stop looking at it as a loss, as if we were cheated, because its the exact opposite. We are gaining ground, and we are doing better than anyone else expected us to do!

Yes they can predict a winner based on exit polling.

Never in Europe happen like this because:

Countryside votes are counted first, and City areas comes later, and they always vote differently! Normally the results go upside down when moving from countryside to city...

NEVER IN EUROPE CAN HAPPEN LIKE THIS, THAT PROCENTS STAYS SAME IN COUNTRYSIDE AND CITY-AREAS !!!

They call it once at the desired confidence level the other candidates are unable to beat the leader. Basically to explain it like the polls - the leading candidate is ahead more than the margin of error. Please note that 13% is a huge sample.
 
And don't forget that despite it being subject to unscrupulous manipulation or just poorly designed data collection, statistics is a science. Its not magic that it works.
 
I voted in an exit poll for CNN. It was cool to tell CNN I like Ron Paul.

Romney did win. Huge in my precinct.
