The Heritage Foundation's
Project 2025 is not merely another political platform; it is a comprehensive, 920-page "mandate for leadership" that details the legislative and executive mechanisms to create the prophesied "image to the beast".[1, 2, 3] Described as a plan to "reshape the federal government" and "consolidate executive power," its stated aim is to dismantle what it calls an "unaccountable" bureaucracy and replace it with personnel loyal to a conservative, Christian nationalist agenda.[4] This represents a critical shift in the Sunday law movement. Historically, such advocacy was driven by religious groups petitioning the government. Project 2025, however, is a sophisticated, top-down political strategy, backed by over 100 conservative organizations and a $22 million budget, authored by former government officials.[4, 2, 5] It provides not just policy but a personnel database and a "playbook" of executive orders for immediate implementation, designed to seize the "gears of power" to legislate its vision.[4, 6]
Central to this agenda is the proposal found within the Department of Labor chapter of the
Mandate for Leadership. Authored by Jonathan Berry, this section explicitly calls for Congress to "encourage communal rest by amending the Fair Labor Standards Act (FLSA) to require that workers be paid time and a half for hours worked on the Sabbath".[7, 8, 9] The document further clarifies that "God ordained the Sabbath as a day of rest," making Sunday the default day for this policy.[9, 10] This proposal is the legal "foot in the door" that would establish a national day of rest through federal labor law, providing the secular justification for a religious institution. As the author of the Project 2025 Department of Labor chapter, a former Trump administration official, and the nominee for Solicitor for the Department of Labor, he is positioned to translate policy into law.[8, 13] In public statements, Berry has been explicit about his goals, referencing the legacy of Emperor Constantine's Sunday edict and promoting a "Chick-fil-A rule" to revive Sunday closing laws at the state level.[14] His appearance at the Catholic Information Center underscores the direct Roman Catholic influence on his policy framework, where he cited papal encyclicals as a basis for his labor proposals.[15]
The confirmation of
Lori Chavez-DeRemer as Secretary of Labor is a pivotal development. As a Republican with a pro-union record—endorsed by major unions like the Teamsters—she neutralizes the traditional Republican opposition to labor-centric policies, creating the ideal political climate for Berry's "pro-worker" Sunday rest proposal to gain bipartisan acceptance.[7, 16, 17] Furthermore, her identification as a Roman Catholic creates a powerful alignment: a pro-union President, a pro-union Catholic Labor Secretary, and a Catholic-influenced Solicitor all converging on a policy of Sunday rest rooted in papal social teaching.[18]
Kevin Roberts, President of the Heritage Foundation, and
Paul Dans, former Director of Project 2025, are the organizational leaders driving this comprehensive plan.[4, 19, 20] Their statements confirm the project's goal of creating a "unified conservative vision" and reveal their surprise at the speed with which the Trump administration is implementing their plans—"beyond [their] wildest dreams".[18] This rapid and unified advance is seen as a direct fulfillment of prophecy, which foretells that the final movements will be rapid ones.[18]
C. The Labor Union Nexus: Reviving the Rerum Novarum Strategy
Current events are mirroring a historical strategy that first emerged in the late 19th century. In 1888, a national Sunday law movement in the United States, led by Senator Henry Blair, was closely allied with the Knights of Labor, a major labor union.[18] This alliance was ideologically buttressed by Pope Leo XIII's 1891 encyclical
Rerum Novarum, which championed Sunday rest as a fundamental worker's right that the state had a duty to protect.[21, 22, 23]
Today, this exact pattern is re-emerging. A pro-union Republican president has appointed a pro-union Labor Secretary. The new pope has deliberately chosen the name
Leo XIV to signal his direct continuity with Leo XIII and his pro-worker,
Rerum Novarum agenda.[18] This connection is not subtle; it is being openly declared by all parties involved. Major labor leaders, such as Sean O'Brien of the Teamsters, have met with the Pope at the Vatican and publicly cite
Rerum Novarum as the basis for their advocacy.[24, 25, 26] This creates a formidable alliance between the U.S. executive branch, organized labor, and the Papacy.
The language of "social justice" and "workers' rights" serves as the modern vehicle for enacting religious legislation under a secular guise. While the ultimate goal is religious—the elevation of Sunday—the public justification is framed in secular terms of "mental health," "family time," and protecting the "working class".[18] This strategy allows the policy to appeal to both the religious right and the labor-focused left, creating a broad coalition. This use of social justice language is the Trojan horse bringing religious legislation into the civil sphere, fulfilling the prophecy of an "image to the beast" that unites church and state under a deceptive pretext.
D. Harbingers of the National Law: Legislative Action in the States
Prophecy indicates that the final push for a national Sunday law will be driven by a popular demand from the people, who will then influence the state to enforce their decrees.[18] This process is now visibly underway at the state level, serving as test cases and building momentum for a federal mandate.
In
North Dakota, House Bill 1150 was introduced in January 2025 to reinstate the state's Sunday "blue laws".[27, 28] During legislative hearings, proponents argued for the bill on the grounds of workers' rest, family time, and honoring God's "design" from creation—the very arguments being advanced at the national level.[29] Though the bill ultimately failed to pass in that session, its introduction and the arguments used are significant indicators of the growing movement.[27, 29]
In
Idaho, the Idaho Family Policy Center, an influential conservative group, is actively working to make Idaho an explicitly "Christian state." Their legislative efforts include mandating Ten Commandments displays in schools and have stated their goal includes punishing "Sabbath breaking".[30, 31, 32] Similarly, states like
Texas and
Utah have seen legislative pushes for Ten Commandments displays in public schools, part of a broader effort to erode the separation of church and state and establish a legal basis for government enforcement of religious observances.[33, 34] These state-level actions are not isolated but represent a coordinated, multi-front strategy, often linked to national organizations like Project 2025, to test legal boundaries and build a groundswell of support that will make a federal law appear to be a necessary and popular step.
E. The Healing of the Wound: Papal Supremacy on the World Stage
The prophecy of Revelation 13:3, "and all the world wondered after the beast," is reaching its fulfillment as the Papacy reclaims a position of unparalleled moral authority on the global stage. This is the final phase in the healing of its "deadly wound."
The primary vehicle for this resurgence has been the climate crisis. Pope Francis's 2015 encyclical,
Laudato Si', has positioned him as the world's foremost moral voice on environmentalism.[35, 36] World leaders, including U.S. Climate Envoy John Kerry, now openly seek the Pope's endorsement, acknowledging his "compelling moral authority" and his role as a leader who is "above politics".[37, 38] This global crisis provides the Papacy with the justification to call for global moral solutions. Crucially,
Laudato Si' directly connects care for creation with the need for a weekly day of rest, specifically identifying Sunday as a day that "heals our relationships with God, with ourselves, with others and with the world".[39, 40]
Through this and other global initiatives, the Vatican is uniting world religions, scientists, and political leaders under its guidance, framing transnational crises in moral and spiritual terms that demand unified action.[18] This ecumenical movement is creating the global confederacy that prophecy foretells will ultimately give its "power and strength unto the beast".[18] The climate crisis is the perfect catalyst for the Papacy to complete the healing of its wound, transforming it from a diminished religious entity into the indispensable moral guide for the entire world, thereby paving the way for its ultimate demand: global homage through a universal Sunday law.
23. Conclusion: Navigating the Impending Crisis
The synthesis of biblical prophecy with current geopolitical and legislative events presents a clear and urgent picture. The prophetic timeline, which accurately foretold the rise and fall of ancient empires and the 1,260-year supremacy of the Papacy, is now converging with the political realities of the 21st century. The abstract warnings of a union of church and state, a second beast enforcing the agenda of the first, and a global test over worship are no longer abstract. They now have concrete names, legislative bills, and well-funded political movements attached to them.
The alignment of a Christian nationalist agenda in the United States, embodied by Project 2025; the installation of a pro-union Republican administration sympathetic to this agenda; the rise of a pro-union Papacy reviving the historical
Rerum Novarum strategy; and the use of global crises to consolidate the Pope's moral authority all point to the imminent fulfillment of the Sunday law prophecy.
The signs of the times are unambiguous. The final movements are proving to be rapid ones, and the events connected with the close of probation are clearly presented.[18] The evidence indicates that the enforcement of the Mark of the Beast is not a distant possibility but an impending crisis. This analysis serves as an urgent call to awareness and spiritual preparation, recognizing that the time is fulfilled and that the choice of allegiance will soon be placed before every person, with eternal consequences at stake.[18]
