Help with Project: Congressional Civil Liberties Votes

Hi guys, I'd like your input on a project I'm working on.

I am creating a voting scorecard for congressional reps from my state. The scorecard will judge their voting records on 2013 bills with civil liberties implications.

My question to you: What 2013 bills should I include?

Our definition of civil liberties is pretty broad; so essentially anything that could limit personal/economic freedom. I'm looking for a couple good benchmarks to compare people on. Any input you have would be great! Thanks for the help!
 
I've been keeping a scorecard of my own too but not just on civil liberty issues.

Here's some votes on civil liberties I've scored:

Roll Call 55: S. 47 - Violence Against Women's Act
Roll Call 117: H.R. 624 - CISPA
Roll Call 228: H.Amdt. 152 to H.R. 1960 - Prohibiting indefinite military detention

There's also this abortion bill:

Roll Call 251: H.R. 1797 - Pain-Capable Unborn Child Protection Act
