An anti-Paul person in Iowa on a different forum said that the banner fell to the ground. Any truth to this?

I emailed 3 friends in cedar rapids to look out the window (right after posting on here of course). 2 of them replied that they don't see it. It is a fairly big city though. Looks like it is supposed to still be flying:

I just called one of my friends who is another precinct captain for RP. He said he has not seen it, but 2 people in his precinct called him to tell him they saw it. Both were not far from where I saw it. He is driving to that area to look for signs of it. It is supposed to be going until 6pm!
