Ya that monologue isn't the best but it's Ok I guess. I just liked the beginning half where he narrates.

It should've been "I'm the only one who will not bomb Iran without Congressional [the people's] Authorization"

It is to cover his bases
-follows constitution and serves the people
-implies he wont be weak with Iran if something needs to be done
-gives impression that he is for peace otherwise

I won't vote for him, but he'd be a better president then Obama or Romney. I like his ads.
