I receive an error that says:
Failed to initialize Direct3D! Make sure you have DirectX9 installed, and are running a graphics card that supports Pixel Shader 1.1.

I tried it. It's capture the flag, decent graphics and made me giggle.

There was nobody else though.

There is also an option to see polls.

I receive an error that says:

I got that error too. Just Google "Directx" and the first result should be the Microsoft page to download the Directx software for free. It is pretty simple (I know it is since if I can figure it out, anyone can)
