Free shotgun and shells: What's the catch?

A pro-gun group called The Armed Citizen Project of Florida is offering residents of the Sunshine Gardens neighborhood one free shotgun and ammunition

How do you beat a deal offering a free shotgun? Add the ammo.
That is the genius behind a shotgun-giveaway gimmick spreading across an Orlando neighborhood. A pro-gun group called The Armed Citizen Project of Florida is offering residents of the Sunshine Gardens neighborhood one free shotgun and ammunition, reports the Orlando Sentinel.
The group is seeking what it calls "volunteer households" to take a stand against crime by arming themselves, hence the fee shotgun.



I suppose burglars and other bad guys will hear about this development and stay away from Sunshine Gardens, which, ironically, is not known for crime. It's also tucked about 30 miles from Sanford, where George Zimmerman shot Trayvon Martin. So, of course, this isn't just about fighting crime, it's about standing up for the right to bear arms.
I realize the American pro-gun movement as of late has been building mass and muscle, killing any federal or state or local legislation they deem as anti-gun and kicking out of office lawmakers who work to pass such laws. All in the face of more American mass shootings.
But this shotgun offer is also about saving money. I never wanted a shotgun until someone offered a free one. With shells.
Americans love a good deal. That's what is so smart about this offer.
Pesky point, though: The group will only hand over a free shotgun - ready to use - if volunteers submit to a background check.
Whaaaat? The NRA and other gun advocates generally loathe background checks, which they say will lead to a national gun registry that will lead to the government taking away guns.
Not sure the fledgling Armed Citizen Project of Florida means to advocate for background checks nationally, but there you have it. One free shotgun - and ammo - in exchange for a background check. Why didn't gun-control advocates think of this first? Then again, criminals with clean records may want a free shotgun too.

TUCSON (AP) — A former mayoral candidate in Tucson is launching a privately funded program to provide residents of crime-prone areas with free shotguns so they can defend themselves against criminals.
Shaun McClusky said the program modeled after one recently launched in Houston would provide training and enough money to buy a basic shotgun to residents who pass background checks, the Arizona Daily Star reported Wednesday.
Donors have committed about $12,000 to the program that McClusky said could start handing out guns within 60 days, the newspaper said.
McClusky said citizens need to do more to protect themselves because city government is failing to do the job.
"We need to take back our city, and it needs to come back to the citizens and not the criminals," he said.
Several City Council members said the effort is out of touch with community needs and values,
"To suggest that giving away . loaded shotguns in high-crime areas will make anybody safer is pure idiocy," Councilman Steve Kozachik said.
Kozachik has previously supported gun buyback programs and proposed a city ordinance to require gun owners to promptly report lost or missing guns.
Councilwoman Regina Romero said the Midvale neighborhood, one of the areas identified by McClusky, is a safe place where residents "don't need a gun to survive."
McClusky estimated it would cost about $375 to arm each person. The figure would include about $200 for each single-shot shotgun along with a box of ammunition, training and background checks.
McClusky said he learned of the fledgling Houston effort known as the Armed Citizen Project and thought it would be perfect for Tucson.
Travis Pratt, an Arizona State University professor of criminology and criminal justice, said studies have shown that guns increase crime, not decrease it.
However, Pratt said it's unlikely the program proposed in Tucson would increase gun violence since the weapons involved would be shotguns with limited appeal to criminals.
Participation in the effort would be voluntary. Towns across the country have generally refrained from requiring gun ownership.
However, towns in Idaho, Utah, Virginia and Pennsylvania have passed ordinances recommending gun ownership.
McClusky withdrew from the 2011 Tucson mayoral race because of questions about his ballot eligibility.

HOUSTON -- Houston resident Cheryl Strain's inexperience with guns was apparent as she struggled to load shells into a 20-gauge shotgun.
Over the piercing blasts of gunfire in the shooting range, Strain's instructor, Dan Blackford, patiently directed her on how to use her thumb to shove a shell all the way inside the barrel and feel it click.
"Now we got a round in the chamber ready to go," Blackford said as he positioned her body on the right way to hold the shotgun. "Look down your sight, put that BB right in the middle of your target and press the trigger."
Strain's northwest Houston community of Oak Forest is the first neighborhood in the country being trained and equipped by the Armed Citizen Project, a Houston nonprofit that is giving away free shotguns to single women and residents of neighborhoods with high crime rates.
While many cities have tried gun buy-backs and other tactics in the ongoing national debate on gun control, the nonprofit and its supporters say gun giveaways to responsible owners are actually a better way to deter crime. The organization, which plans to offer training classes in Dallas, San Antonio, and Tucson, Ariz., in the next few weeks, is working to expand its giveaways to 15 cities by the end of the year, including Chicago and New York.
But others in Houston, while expressing support for Second Amendment rights, question whether more guns will result in more gun-related deaths rather than less crime.
Residents of Oak Forest say their neighborhood, made up of older one-story houses and a growing number of new townhomes, has experienced a recent rash of driveway robberies and home burglaries. On a recent Sunday afternoon, a group of 10 residents, including Strain, went through training at Shiloh Shooting, a northwest Houston gun range.
Kyle Coplen, the project's 29-year-old founder said his group expects to train at least 50 Oak Forest residents and put up signs saying the neighborhood is armed.
"When we have a crime wave, we don't just say let's just increase police and that's all we do. We do multiple things. I see this as one aspect of what we can do," said Coplen, who graduated from the University of Houston with a master's degree in public administration.
It costs the organization about $300 to arm and train an individual and about $20,000 for an entire neighborhood. All costs are paid through donations, said Coplen, though he declined to say how much his organization has raised so far.
While some residents in the neighborhood are supportive, several officials have mixed feelings about it.
Sandra Keller, Strain's neighbor, said she is participating in part because of the helplessness she felt after her furniture store was robbed a couple of years ago.
"If you don't have a gun, you're just a walking victim. You're just waiting for somebody to take advantage of you and your property," said Keller, 64, after practicing at the shooting range.
But Houston City Councilwoman Ellen Cohen, who represents Oak Forest, said, "I have serious concerns about more guns in homes."
Cohen said she supports Second Amendment rights and believes that such a responsibility should include proper training and background checks.
David Hemenway, a professor of health policy and management at the Harvard School of Public Health who has written about firearms and health, said studies suggesting gun ownership deters crime have been refuted by many others that say the opposite.
"Mostly what guns seem to do is make situations more lethal because most crime has nothing to do with guns," he said. "When there is a gun in the mix, there is much more likely to be somebody dying or somebody incredibly hurt."
Proponents of increased gun ownership point to a variety of statistics to support their argument, including ones showing that some cities with strict gun control laws, like Chicago, still have high murder rates.
Blackford, the firearm instructor in the Oak Forest training, said the group is teaching residents not only how to handle and store a weapon but also when to use deadly force.
"The sad part is most people think if you're pro-gun, that you've got this gunslinger attitude, that you are walking around looking for a gun fight to get into and that is so far from the truth," said Blackford, a former Secret Service agent.
Harris County Precinct One Constable Alan Rosen, whose deputies patrol Oak Forest, said that while he believes the best deterrent to crime is effective neighborhood watch programs, he believes people should have the right to protect themselves.
"In terms of having a shotgun, after you've been properly trained on it, to have that in your home to protect your home, I'm for it," he said.
Strain, 46, a single mother who has never owned a gun, said she was nervous firing the shotgun but that more training will help. She also had her 12-year-old son Rory practice firing the shotgun so "if God forbid something happens, he could be prepared as well."

What he does not tell you, however, is that 100% of New Yorkers like free shotguns. I did my own poll. If he would focus on his constituents a little more, and the rest of the country a little less, he might have known that. Pay attention Bloomberg.

In New York City a shotgun permit is $140 and there is an additional fingerprinting charge of $91.50. Coplen is planning to ask for donations to help those who need assistance.

The Armed Citizen Project will not be stopping with New York. The Huffington Post reported yesterday that ACP wants to arm homeowners and single women in Chicago. The Examiner is reporting that 15 cities have been chosen to start:
The Armed Citizen Project plans to give out free shotguns in 15 cities. CBS News reports on May 6 that the project was announced during a National Rifle Association convention. Kyle Coplen, the founder of the organization, states that background checks will be required for all applicants.
The Armed Citizen Project wants to give away free shotguns and lessons in 15 cities. New York City and Chicago are on the list. The nonprofit organization claims that this will ”deter crime” and has already given out guns in Houston.

He fully expects to be branded an outlaw by gun-control advocate Mayor Bloomberg and Police Commissioner Raymond Kelly but says New Yorkers in crime-ridden neighborhoods will embrace his program.
“I really don’t care what (Bloomberg) thinks. I can’t think of one thing he’s ever done besides being a successful businessman that I can agree with,” said Coplen.

His gun giveaway may get shot down by the New York City’s permitting process, however.
The NYPD has broad discretion in denying gun licenses, and Kelly is not impressed with Coplen’s crime-control theories.

“I guess the Bloomberg administration doesn’t want poor people to be able to defend themselves," said Coplen of the gun permit cost, $140.00, plus a fingerprinting charge of $91.50.


“You need a permit ... so obviously you won't be able to do it here,” Kelly told the Daily News on Monday.
“I don't think that's ever (been) proven, the notion that increasing the number of armed citizens is somehow going to reduce crime,” added Kelly. “I don't think that bears the test of experience or logic because it just hasn't proven to be the case.”
The NYPD says the fee to apply for a shotgun permit is $140.00, plus a fingerprinting charge of $91.50.
The agency can deny permits to those who fail background checks, have a criminal history, have a poor driving record, or have committed other infractions. It also can say no if investigators decide an applicant “lack(s) character.”
Coplen said he’ll ask New Yorkers for donations to help low-income city applicants who can’t afford permits on their own.

As talks of gun rights and gun violence spark controversy throughout the nation and Chicago, a Houston-based gun advocate group is hoping to get into the line of fire.

The Armed Citizen Project, a nonprofit group that arms residents living in high-crime cities, reportedly hopes to put shotguns in the hands of residents living in Chicago.
The group is currently arming residents in the Houston and Tuscon areas, but made headlines after the National Rifle Association’s convention in Houston this weekend when they announced hoped for expansion into more than 15 cities, including Chicago, according to DNAinfo.com.

The group’s mission is to arm law-abiding citizens and train them in safety, legal, and tactical measures, according to ACP’s website. All participants who to receive a weapon and take the training program will receive a shotgun, for free.
According to their website, the group’s motto is “nothing in my house is worth losing your life.”
Project founder Kyle Coplen, 29, an Indiana native, said he grew up visiting the Chicago area and was an avid Cubs fan, but is heartbroken by the city’s violence, DNAinfo.com reported.
The ACP’s website calls Chicago’s current gun policies “overzealous” and an “utter failure” that results in "historically high levels of gun violence."
Though Chicago has been in the spotlight for the gun violence debate with the death of 15-year-old Hadiya Pendleton and many others, Chicago recorded a 43 percent decrease in murders last month, according to police.
"The first four months of this year, we're in a position we haven't been in since the mid-'60s as far as the murder rate goes," Supt. Garry McCarthy told NBC 5.
McCarthy pointed to 84 fewer murders in the past seven months and about 180 fewer shootings so far this year.
So far this weekend, the city has recorded three people shot on the South and West sides.

Giving a gun to a convicted fellon is not a good thing to do, legally. From an organizational point of view, it would be disastrous from a PR perspective.

This is a great organization, I have volunteered some of my time to Kyle. Nothing but props to him.

From the purely practical standpoint, this is absolutely correct. You will not be able to help anyone if you get sued into nonexistence.
 
What a GREAT idea. This is the smartest pro-gun promotion I've seen in a long time. Biden told us to get a shotgun, right? Well, we're just here to help. Looking forward, I'm trembling.........................................................awaiting the day they start handing out tommy guns, full-auto 16's, chain guns and the like. Baby, we're going to turn money into noise on that day.
