I bookmarked it. It looks like they are looking for feedback, and seems to be a good faith work in progress. Someone from YAL approves of it from their list, but he isn't someone I'm familiar with.

That is the 2013 secession. I don't see any from the last Congress. It may be new or they may be archived somewhere.
