Typical of government planning, it's just too easy to counter it. Something tells me that if a private company was using drones, like FedEx or UPS, they would have implemented security procedures to prevent their client's cargo from becoming smears of debris courtesy of clever adolescents. As the US government is really just interested in appeasing defense contractors, protecting the drones against hacking wasn't a very high priority.
