No, not really, but kind of.Because they are the best form of taxation and promote wealth and improved standards of living along with a balance of power between the rich, the middle class, and the poor.
All taxation is destructive, but consumption taxes (tariffs, sales tax) are less destructive and less harmful to the economy than income taxes. Taxes never help the economy, they only hurt. The exception being that some politically connected may benefit from market distortions due to specific taxes. Trade unions may benefit from certain protectionist tariffs for example while consumers suffer.
