A naval blockade IS an act of war, so even in the absence of anything else, Israel would have been at war with Gaza during these intervening years. As for Egypt, Egypt joined Israel in opposing Hamas because Hamas, in Egypt IS the Muslim Brotherhood, and is a terrorist organization which seeks to implace a radical Islamic regime in Cairo.
