a friend of mine says police have to have your permission to "pat you down". any answers/comments?
yes they can
They can also detain you for questioning without arresting you.
It's pretty messed up.

I just tell them my name and they go look it up. What is with all this carrying papers?
It's illegal to drive without your license card on your person.
They may just give a warning for that if you didn't do anything else.
