I think she means pistol-whipped.

I am an old guy , been around the world and only know of one instance where someone was shot and injured with an unloaded weapon.It was a BB or pellet rifle that a wooly worm had crawled into and evidently the hairs from those are somewhat toxic.Some were lodged in an eye, tremendous swelling.

I never would have considered that one. LOL

That would have still been a "loaded" gun.
Improvised munition perhaps. Loaded with a wooly worm,, but still loaded.

Treat all guns as if they were loaded.
 
It's loaded until I look down the bore..........My 8 y/o knows this..

I was taught the same,, at about that age. I have always opened and checked any and all guns when I pick them up.
It was a first, and often reinforced lesson.

The bad thing is the same folks who fail to exhibit common sense try to legislate sense for others..

I think she meant "people have been shot by guns that were thought (mistakenly) to be unloaded, or uncocked, or with the safety on." Obviously a gun, in any form, poses a threat, what else do you use it for?
