No, an act is only violent when it is. A person can be violent even if he's not acting violently at every moment, you don't need to be an asshole 24/7 to have a reputation of being one. Firing a gun is always violent, even if it's for a good reason. Violence, as far as I know, just means aggression and force, regardless of the purpose.

as a point of reference,, I am considered a violent offender..
However I am not a violent man,, and my crime, harmed no one (physically) I had no intention of harm to anyone.
There was a threat of violence,, but no actual violence.

I see a firearm more as a deterrent to violence.

Can't say that she knows the details, but yeah, she was probably attempting to describe the fact that there can be one in the chamber. She probably heard about it but didn't quite get it right.
