Regulating and taxing something that is grown from the earth is not only ridiculous but impossible. This will only lead to further police state powers if the powers that be are serious about enforcing taxation.
Unfortunately this won't even matter since the federal government will simply overrule the California law. The statists in both the Republican Party and the Democrat party will take care of that.
