Maybe Amash, Rand Paul, Massie etc could introduce something like "Congress would authorize [UK] access to the U.S. market--with no tariffs, quotas, or other trade barriers--on the single condition that they reciprocate this access to the U.S." This could lead to something like this: Global Free Trade Alliance from Dan Mitchell
