BALTIMORE -- A mayoral candidate's plan to reduce violence in Baltimore includes a "bullet tax" that he said will increase the cost of committing a crime.

Otis Rolley said he would, if elected, propose a $1 per bullet tax on all bullet purchases in the city. He also said he wants to improve recruitment standards and training for the Baltimore City Police Department, work closely with the media to increase awareness of wanted suspects, and reduce the number of vacant properties.

Rolley released his plan Tuesday, citing recent holiday violence at the Inner Harbor and the city's reputation as one of the most violent in the country as reasons for change.

"It is unacceptable that too many of us feel unsafe in own city, own neighborhoods, even in our own homes," he said.

As for the bullet tax, Rolley said the measure would cause a decrease in "random firings that too often happen around holidays" and put a high price tag on the cost of committing a crime.

"While the courts have consistently ruled against significant gun control legislation, there is still a way to decrease crime: substantially increase the cost of its commission," Rolley's plan states.

"Increasing the cost of guns won't work, because many criminals don't purchase new guns, and they can be borrowed or even rented in some areas," his plan states.

Rolley, a Democrat, served as the city's planning director from 2003 to 2007.

The primary will be held in September.

So what about bullets bought online? Or brought in from outside the city? What does the plan say for that?

This all sounds like a good way to kill some local jobs and hurt local outdoor shops. Who is going to pay $0.05 for a .22LR and then be OK with adding $1.00 tax on top of that? Also- so what does he plan have to say about reloading? Better stop that too. :confused:

Any chance you can get a tax credit if you use some bullets to shoot an intruder? lol.

yeah, that'll get pretty expense. 70 bucks for a box of 50. I don't have a problem with it. Of course it's dumb. It'll create an environment for people to set up ammunition shops on the outside of town. Boom!

Public Safety - § 5-134.

Local governments are prohibited from regulating the purchase, sale, taxation, transfer, manufacture, repair, ownership, possession and transportation of handguns, rifles, shotguns and ammunition, with some exceptions.

Localities may regulate the purchase, sale, transfer, ownership, possession and transportation of such firearms and ammunition with respect to minors; law enforcement officials of the local government; and activities in or within 100 yards of "a park, church, school, public building, and other place of public assembly."

(note that taxation is not included in the approved "exceptions")

Ammendment to the legislation ...

If a dog owned by a mundane must be shot because it made a police officer feel threatened, the mundane will be responsible for the bullet tax for up to 30 bullets used in securing the officer's peace of mind.

If in inanimate object must be shot because it made a police officer feel threatened, the mundane will be responsible for the bullet tax for all bullets, without limit, used in securing the officer's peace of mind.
