At 1:57 PM EDT: It's 207-226 against. At the moment the breakdown goes like this: 141 Democrats voting for; 94 against; 66 Republicans for; 132 against. Only one member not voting.

Republicans:
33.3% For
66.6% Against

Democrats:
59.5% For
40.5% Against

While Reps are more against looks like a fairly bipartisan rejection. Dems could easily pass this on thier own, but apparentely nearly half thier members hate it too.
