Go watch the whole video...Ron Paul clearly says twice that this issue "should be pursued".

It's a video from two years ago. It's been pursued. Quite thoroughly.

It could be notarized. Don't see why it would have to leave Hawaii. On the other hand, my guess is that there is no long form birth certificate in HI.
