Not legal, but it would be great if something along the lines of "Attorney General of the United States Eric Holder APPROVES this message" or "This action is JUSTIFIED by the Patrolmen's Benevolent Association" could be stamped along the bottom.

BTW: This billboard idea is what you would call a great idea.

The earlier suggestion of including quotations is very nice and would be legal.

Another thought: "Intradepartmental protocol was followed: MALICE AFORETHOUGHT JUSTIFIED"

[name of department] officer [name] is a depraved-heart murderer. (As applicable.)

Perhaps also include statistics, such as: Each day across America police military-styled actions kill or severely maim over TWENTY new victims.

Let's work together to end the militarized industrialization of police and sheriff departments.

Reality to police officers: So you ENJOY running tactical-black against “civilians”? Then GO and JOIN the U.S. Military and APPLY for Special Operations Forces.

This could serve well as a themed project for individual victims, both of the past and for the future. Working from a designed Website, a few URL suggestions:

I drove through several states over the holidays as mentioned, Georgia being one of them. As I entered Georgia on I-85, I noticed several billboards with space available to rent. I thought, "What if we did this on a state level, as politics is local?"

I had already experimented with the idea for the billboard in Photoshop last month, with text saying something like, "Welcome to Nazi Germany Georgia".

And my idea I thought of while driving was to ask a question like, "When innocent citizens are maimed, killed, and assaulted, is 'Just Following Orders"" a justifiable defense? It wasn't in 1945, why should it be in 2015?"

Having a site url on it that explains it in further detail would be good, but having something along those lines could very well get big press in local areas and get lots of eye looks. Which, is what the purpose of the billboard would be to raise awareness of this issue.
 
Well they refunded me when I donated. Is this thing still going?

YES!

At least when you have been murdered by a fellow “civilian” your surviving family can rest assured that the “civilian” perpetrator will be held criminally accountable.

DEMAND THAT ALL LAW ENFORCEMENT PERSONNEL BE HELD ACCOUNTABLE AS CIVILIANS

The simpler the better.... people are driving..... and the bigger the pic of that poor baby, the more people will see. (pic 1000 word etc.. etc...)

Wasn't getting any traction. I didn't issue the refund, though, so no sure why that happened.
There's just not enough support on this board. If it's gonna happen, we're gonna need to market to a larger venue.
 
The more clicks it takes to get to it, the less people will see.
