DECLARATION OF INDEPENDENCE FROM THE REPUBLICAN PARTY, THE FORMATION OF A NEW PARTY, “THE CONSERVATIVE PARTY”, AND VARIOUS AND SUNDRY RELATED MATTERS
DECLARATION OF INDEPENDENCE FROM THE REPUBLICAN PARTY, THE FORMATION OF A NEW PARTY, “THE CONSERVATIVE PARTY”, AND VARIOUS AND SUNDRY RELATED MATTERS
Whereas the results of the 2008 “Republican” Presidential Primaries have shown that the GOP is no longer home for conservative constitutionalists,
And whereas a new party for true conservatives and other constitutionalists is the
only hope for survival of the Republic,
And whereas time is of the essence in moving forward to solve those problems,
Now, therefore, be it resolved:
1. Members of the Forum shall first nominate and then select by Forum-wide election to occur on _____, 2008, five Forum members to compose a permanent executive committee of the whole. The executive committee shall subsequently undertake the planning and implementation of the measures set forth below, as well as such others as may be necessary and proper.
2. The executive committee’s first order of business shall be to attend to the details of the following matters:
a. The scheduling of a Forum-wide election on _____, 2008, by which delegates to a subsequent Constitutional Convention on _____, 2008, will be selected. All rules for the number, seating, and authority of delegates from each state, and all other pertinent matters, shall be patterned after the rules pertaining to the 1789 American Constitutional Convention, mutatis mutandis, that is, with the necessary changes in detail. The Convention shall be held in Lake Jackson, Texas. Dr. Ron Paul or his delegate shall preside over the Convention and shall have an absolute veto over every matter that shall come before the Convention.
b. At the Constitutional Convention, the first order of substantive business will be the consideration and adoption of a new Declaration of Independence, mutatis mutandis, in form and substance patterned (verbatim where possible) after the 1776 Declaration, but including a list of grievances that have arisen since July 4th, 1776. The new Declaration shall become the charter of a new political party, “The Conservative Party”. And the new Declaration shall include a provision that the “Republican Party” is today’s equivalent of King George III, and no longer the party of Jefferson and the Founders. The Declaration shall also state the Conservative Party’s permanent separation of bonds with the “Republican Party”.
c. At the Constitutional Convention, the delegates shall adopt the existing United States Constitution, with only such amendments that are in the opinion of Dr. Paul necessary and proper, e.g., the elimination of the 16th Amendment, etc. To be considered, any amendment must be submitted to the Executive Committee above 30 days before the Convention convenes.
d. After the Constitution is approved, the Convention by vote shall appoint, subject to Dr. Paul’s absolute veto, a “shadow government”, consisting of a President and Vice-President, Cabinet Officers, Representatives and Senators from each congressional district or state, as the case may be, and Supreme Court Judges, the purpose being to “mirror” to the greatest extent practicable, the existing composition and activities of then-present government of the United States, and to vote electronically on each issue that presents itself to the actual occupants of the offices above.
Therefore, for example, if McCain becomes president and signs unconstitutional legislation, Dr. Paul, as “Shadow President”, would veto the legislation and issue a veto message. Or if Congressmen X from, say, the 48th District of California votes for unconstitutional legislation, our corresponding Conservative Party Congressman would vote “No” with an E-Mail or Forum explanation to his “constituents” here on the Forum or otherwise. And so on. (If Dr. Paul wins the presidency, then we won’t need a shadow president! or cabinet! But we would still need a Congress and a Supreme Court.)
3. The above Resolution shall be open for comment, amendment, and appropriate refinement and detail until _____, 2008. The Resolution shall be presented for Forum-wide vote on ______, 2008.
